Spinelli Named Mount Kisco's New Police Chief MOUNT KISCO, N.Y. -- Sgt. Joseph Spinelli has been appointed as Mount Kisco's new police chief, ending a long vacancy period. Mount Kisco's Village Board of Trustees voted to appoint Spinelli on Monday morning.
