New Castle Police, in a Facebook post, announced that pfficer Arthur Mendoza responded a minute after a 911 call was received on Sept. 23. The 2015 budget includes a spending increase of 16.36 percent, to a total of $791,117. The tax levy, which is the amount of revenue that comes from property taxes, will increase by 17.82 percent, to a total of $759,487. The tax levy is subject to a state-required tax cap, which is the lesser of 2 percent or the inflation rate.
